When I close my eyes

When I close my eyes,


Serenity, eternal sleep.

My mind stops whirring a million miles a minute.

The whole world drops dead.


When I blink with heavy lids

I think. I think.

I’d be much happier if I didn’t think.


When I blink with heavy lids

The world taints me.

Dirty, dangerous, derogatory.

I am terrified of the dark being that,

Breeds inside of us all.



When I blink with heavy lids

The rain smacks down hard.

The lightning strikes, trees crack.


When I close my eyes

“War is the locomotive of social change.” To what extent do you agree with this for World War Two in Britain?


As the severe uncertainty and burden of war fell upon the British people on September 3rd 1939, the British people found themselves being tested and pushed to the limit. Often being referred to as a ‘total war’, the war meant a social revolution was brought upon Britain; the struggles and hardships of the war were difficult for anyone to escape1. The effort of the collective home front and the British Government was claimed to have resulted in profound socio-economic changes for the British people. Pre-war class divisions and prejudices were said to have been banished as a new social order was developed under the image of the common people and experiences of the war. Women began to be recognised as free-willed and strong, seeing their lives change before their eyes, abandoning the bias that women belonged in the home, cooking and raising the children.  Events within the war such as evacuation and the Blitz assisted in allowing the issues of class and social poverty to permeate through into the media and then society. Moreover, the introduction of the Beveridge Report completely changed the expectations of the British post- war as Labour was elected and took it upon them to transform Britain into a ‘New Jerusalem’. 

‘The people’s war’ was the idea that the British people developed a greater sense of community consciousness during the war. Historical opinion is divided on this and the extent in which war did in fact act as a locomotive of social change. Though considered a ‘traditionalist’, Mark Donnelly perfectly outlines this in his book “Britain in the Second World War”. For example, he mentions Richard Titmuss2 argument that war did in fact create a new social awareness in regards to such areas as poverty, gender and social policy. Indeed, allowing them to make common sacrifices, work together regardless of class, gender or age and to pursue a shared goal of maintaining morale and winning the war for their country.  The media, particularly the BBC emphasised this and so the story of national cohesion and a sense of unity grew while under the attack of a common enemy. Other historians such as Nick Tiratsoo dispute this, arguing that it was only brief and a considerable number of people expressed a deep desire to return to the normalcy of pre-war life3. Despite this, historical opinion is divided between the traditionalist view that war was a locomotive of social change and the revisionist view which expresses reservations to the social change thesis of the war; Henry Pelling being one who argues against traditional historians and questions what extent World War Two did in fact change Britain4. 

Despite this, to claim that World War Two led ultimately led to complete social transformation for areas such as the emancipation of women, acknowledgement of poverty and social policy would be an extreme failure to recognise and comprehend the severely complex issues that begun in the 1930’s and remained post-war. It can be argued that the war revolutionised many aspects of British society and cause permanent social change. Regardless, war to varying degrees had an impact on women, social policy and class. Therefore, war did act as a locomotive of social change and thus this dissertation will assess and evaluate the duration and effectiveness of three key areas that are said to have promoted social change in Britain. Chapter one will entail and analyse the impact the war had on the social and economic status of women. Furthermore, chapter two will discuss how the Blitz allegedly torn down class barriers and how evacuation acted as a locomotive of social change. Finally, chapter three will analyse how Labour and The Beveridge Report had an effect on British society. 

The changing role of women  


The most pertinent and well-known factor claiming that the war acted as a locomotive of social change for the people of Britain was in the form of social and economic emancipation of women; Arthur Marwick being one to maintain his view that without the crucially important social change for women it, “brings one to the heart of the whole question of whether the war brought about significant social and economic freedom5”. The war was said to emancipate women from their pre-war oppression and they were able to act and live more freely than ever before. Conscription in 1941 was particularly significant in regards to allowing women to become employed in previously male dominated work forces; forcing society to re-examine the previous social and economic biases, and gender roles that hung-over women. This view has led many historians to argue that the war produced fundamental socio-economic changes for women, Arthur Marwick being of particular notability; claiming that social change during the war consisted of four dimensions. The third being relevant to women as it defines conditions by means of “participation6”, which he believes allowed a person who, up to the time of the outbreak of war, had been deprived of the right and power to participate in a plethora of social activities, to finally be socially accepted to participate in them7. Although, this has drawn particular criticism from historians who argue that many of the changes that occurred for women in Britain during war-time were often transitory. Furthermore, the likes of Penny Summerfield argue that gender based discrimination and roles persisted post-war, despite the social freedom women appeared to be given8.   

At the beginning of the war, Chamberlain and his government made no effort to include women in war-time work, seeing no need for such a thing despite pressure from numerous women’s rights groups such as the British Federation of Business and Professional Women who continuously campaigned for increased opportunities for war-time work9. However, this situation halted when the new Minister of Labour, Bevin, read reports of the number of workers required that would allow Britain to continue to be successful during the war published by the Manpower Requirements Committee in 1940. Following this, the Government began to acknowledge that the employment of women in the war-time work force was extremely vital. Thus, in 1941 Bevin implemented conscription for all able women, meaning they would become part of the war work force. By 1943 the number of women in work peaked to approximately 1,500,000 compared to pre-war employment levels; 46% of all British women aged between 14 and 59 were employed and fulfilling paid work10 

Some 470,000 young women were conscripted into the armed forces during the war period; effectively allowing them to become socially free within such areas as the Territorial Service, The Land Army, Air Raid precaution and the Auxiliary Fire Service: “ The uniform was widely seen as a form of emancipation in itself 11,” according to historian Pugh.  However, although conscription had a large influence on single women between 19 and 39, it did not affect married women. Married women who wanted to enter the work force had to volunteer. This was often done to provide an additional source of income while their husbands were in the armed forces; women’s income became crucial in order to keep families running sufficiently. Wives all over Britain volunteered to take part in war-time work, with nearly three million women being employed, compared to the pre-war one million12. 

Yet, despite this new found social and economic independence women were given due to war work, employment peaked in 1943 and then steadily declined between 1944 and 1947. By 1951 levels had declined to pre-war levels of employment; according to Summerfield, social attitudes towards women also changed during the war. Respect towards the working women increased through propaganda and the eventual victory of Britain, however, this was only temporary and attitudes reverted back to the pre-war stance- “War work did nothing to change centrality of women in the home.13” While many women chose to seize the opportunity of employment, many married women chose not to volunteer as there was 8.7 million housewives in Britain compared to the 7.3 million women workers that existed during the war14. 

To conclude, while war briefly presented many women with socio-economic freedom, increased their self-confidence and abilities; it overall did not leave a significant lasting impression. Despite the media presenting the idea that woman had become strong and independent, a majority of the prejudices that existed pre-war returned. Many women who had become socially independent during the war found it considerably difficult to return back home under the rule of their husbands and as said by historian David Kynaston, “She had become more independent (often working in a factory and running the home) – the possibilities for tension and strife, even when both were emotionally committed to each other, were endless.15” Divorce figures soared after the war and may have acted as a mark of the disruption that war brought on the British people. Therefore, it remains a matter of controversy whether the war did indeed act as a locomotive of social change for women. Despite their huge contributions to work forces and their war-time efforts, it can be argued that while women become socially liberated, they remained enslaved economically16. 


The impact of the Blitz and evacuation on society 


The exodus that took place within Britain during world war two began with the government’s decision to evacuate mothers, children, teachers and those with disabilities. The government had begun discussing the likelihood of evacuation during the early 1920’s onwards due to the previous World War and the fear of air attacks on major urban cities. Therefore, Britain was well prepared when the time came to evacuate due to the Second World War. Moreover, evacuation begun on September 1st 1939 because of the widespread fear of an enemy air attack; two days before war was officially declared. The government and the ARP heavily pushed families, particularly those in cities such as London, to evacuate their children as it was believed to be the safest option. However, this was during the period of the Phony War and as a result many whom were evacuated returned home; it is estimated that 80% had returned home by 1940. Nonetheless, the German Luftwaffe eventually did attack with extreme air raids in the autumn of 1940 lasting 24 nights- The Blitz- and thus evacuation resumed; something Angus Calder argues was “solely a military expedient, a counter-move to the enemy17.”  


By the end of World War Two, over one million city civilians had been evacuated to the countryside18. According to Arthur Marwick, evacuation played an indispensable role in promoting social solidarity as town met county and working class met the middle class19. Agreeing with this, John MacNicol argues that evacuation was the most crucial life-event during World War Two after the Blitzkrieg bombing20. Moreover, evacuation has been identified as an enormously important casual factor in the construction of the reformist consensus that led to the Welfare State legislation of the late 1940’s.  

Traditional historians take the view that the mixing of the classes led to a breaking down of social barriers. It is believed that the interaction of previously distinct social classes helped raise a national awareness of the issue of urban poverty, as reception halls across the country filled up with apparently malnourished and lice-ridden children, lacking adequate clothing and basic rules of civilization and education. For example, in Newcastle of 31,000 children registering to be evacuated, 13% were found to have unsuitable footwear and 21% were found to have unsuitable clothing; in Scotland it was a similar story with 39% of children having clothing that was described as ‘deplorable’21. Stories of these events filled the media and speeches were made at parliament about the need to address these serious socio-economic issues. Churchill promised that action must be taken and according to Titmuss, evacuation provoked the nation’s conscience and thus allowed the government to introduce a number of policies and reforms to combat the social deprivation that permeated through the evacuation of thousands; for example, the implementation of the 1944 Education Act and free milk and meals at school22. Moreover, Titmuss argues that after July 1940 the number of school children receiving school meals increased by almost half within a twelve-month period of the policy being implemented, and those taking milk increased by half. Furthermore, he argues that evacuation stirred the government’s conscience and thus led to a direct extension of welfare reform from the more liberal administration of National Assistance to the 1944 Education Act23. 


However, reports discovered that while evacuation was beneficial in increasing awareness of the social deprivation of many city civilians and the equality of sacrifice, it also falsely promoted the unity of classes in Britain’s hour of need. Middle and upper homes became reluctant to allow evacuees to stay in their homes; reports showing that evacuees were happiest in homes of a similar social background to theirs. Evacuation was far from the happy picture the media promoted; there was little cross class cooperation. Contrasting with Titmuss’ view, historian MacNicol furthers this argument by suggesting that far from pricking middle-class conscience and promoting social welfare reform, evacuation only reinforced pre-existing class prejudice about ‘feckless working-class parents24’ and that what was required to solve the problem of lice ridden children was better parental education and not a state-run welfare system. 


However, there are an extensive number of interpretations of the British experience of the Blitz; often being referred to as the ‘peoples war’. Similarly to evacuation, there was popular imagery emphasized by the Blitz of common endeavor and shared fear, ultimately forcing national and social cohesion25; “Bombs, unlike unemployment knew no social distinctions, and so rich and poor alike were affected in the need for shelter and protection.26” From shared air raid shelters, shops that refused to close despite the relentless air attacks forced upon city dwellers of the UK, and volunteer firefighters and rescue workers risking their own lives to save others. For the first time in British history, air raids and enemy attacks not only pronounced the reality of warfare, but caused it to permeate through directly in British cities and towns. 


The bombing by the Luftwaffe caused significant social impacts on Britain; both negative and positive. Thousands of families were left with tragic loss or separation from their children or parents; indeed, evacuation being the driving force behind this. Some 60,000 civilians were killed and more injured, permanently scarring the families they left behind. Moreover, education was undermined as many teachers were evacuated to the countryside; in bombed areas the majority of the schools were closed. In fact, in 1941, 92,000 children in London were left without education, some having to stay in school a year or two passed their initial leaving date. The Blitz also saw an increase of crime as many criminals saw the opportunity to rob and steal from houses and shops during blackouts while there were only wardens to avoid. British crime rates were reported to have increased by 57% from 1939 to 1945.  


Once rationing was introduced for food and luxury goods, many criminals took advantage of this, leading to widespread abuse of the rationing system. In 1943, over five million clothing coupons were stolen leading to the government cancelling the entire issue. By 1945 more than 114,000 prosecutions for black market activities had taken place, although some of these prosecutions were for remarkably minor offences, sometimes being seen as understandable and necessary criminal offences27. 


Therefore, the number off offences committed by young people drastically increased and the courts found that the need for care and protection rose. Yet the difficulties that were provoked by the Blitz led to a response from the government. The decision was made to open day nurseries for mothers working in factories. Local authorities were instructed to become more proficient when dealing with the injured and homeless, and the government began to control medical services more carefully and closely. Indeed, it is believed by many traditional historians that the Blitz created and contributed the belief that ordinary folk had the ability to mold an increasingly equal and fair society; ultimately contributing to the Labour landslide victory in 1945 and therefore, the creation of the welfare state. Put perfectly by historian AJP Taylor, “The Luftwaffe was a powerful missionary for the welfare state.28 

The impact ofthe Beveridge Report 


The historic landslide Labour win of the 1945 post war election created a political earthquake. Less than 12 weeks earlier, wartime leader Winston Churchill called the election to be held early July, confident that the British people he fought so valiantly for would back him, however, of Churchill’s colossal misjudgments; this was most certainly the most misconstrued. Voters wanted to end wartime austerity and certainly did not want to return to the pre-war economic depression that gripped the 1930’s. The British people wanted change and saw the Labour party, headed by Clement Attlee, fit for the job. The landslide victory for the Labour and the swing to the left due to common sacrifice and want for serious social change in Britain was certainly fueled by the harsh truths the war revealed.  


During the war, trade union pressures forced the government to appoint a specialist committee to study pre-existing schemes of national and social security and insurance created by the Liberals. William Beveridge being in this committee; this allowed him to create the Beveridge report which detailed aims that could provide a comprehensive system of social insurance that would provide help to the British people from the ‘cradle to the grave’. The report detailed ‘5 giants’ that were said to be a huge part of the reasons why Britain faced such extreme poverty; the report declared, “Want is only one of the five giants on the road of reconstruction and in some ways the easiest to attack. The others are Disease, Ignorance, Squalor and Idleness.29” Beveridge wanted to ensure that there was an acceptable minimum standard of living in post-war Britain in which no-one would fall under, once famously stating, “Now, when the war is abolishing landmarks of every kind, is the opportunity for using experience in a clear field. A revolutionary moment in the world’s history is a time for revolutions, not for patching30.” Once the report was published, it was generally well received. Polls reported that 95% of the public had heard of the report and indicated that 84% of the public had an overwhelming agreement that Beveridge’s proposals should be put in place31.   


World War Two had put a great deal of anxiety and uncertainty within the British public in regards of the economic state, housing, and health care. Therefore, it seemed logical for the state to follow suit and use the report to implement new policies to rectify what had been lost during the war. Social change was pushed by the needs of the public which were extremely emphasized by the war. This also highlighted Labor’s engagement with the role, the Conservatives lack of post-war policy plans and their Churchill driven manifesto. 


The Labour party were extremely supportive of the report, and as their election campaign suggested, were pro post-war social change. This resonated with the British people as it was as if they had a government that was fighting for solely the people’s needs. The needs and issues of women and children had been widespread during the war; Churchill saw no need to address them and therefore, there was a shift to the left in the British public’s political opinion, “The trend was essentially one towards left-wing attitudes, with the Labour party as the natural beneficiary.32 


Briefly following the guidance provided by the Beveridge report, Labour implemented a number of revolutionary policies and reforms. In regards to the severe poverty many British people were succumbing to, a scheme of insurance was created. The first step Labour took to address this giant was in 1946 with the implementation of the National Insurance Act. This allowed workers to make regular contributions to the scheme in return for benefits in the event of sickness or unemployment; the act also covered maternity payments, widow’s benefits, and death grants. This policy was said to cover the British people from “the cradle to the grave” which was rather significant as it meant that most had a safety net to protect them from poverty throughout their lives.33 


As well as creating policies to combat the giant of want, Labour set out to tackle disease. They achieved this through the creation of the National Health Service. The NHS was created to provide free health care for all; historian R.C. Birch often being quoted n stating that the NHS was “greatest single achievement of the story of the welfare state.” 


Furthermore, on their way to achieving free health care to all, the Labour Government was paving the path to allow those in poverty to receive an adequate education. They began doing this in 1944 within the coalition government by reforming the education system to make it fairer and more modern34. The 1944 Education Act allowed the government to raise the age at which people could leave school to 15 as part of a drive to create more skilled workers; something that Britain lacked at the time. Moreover, they introduced a two-tiered schooling system which meant that those who were intelligent enough to pass the ‘11+exam’ were put into grammar schools and those who weren’t, were sent to secondary modern schools. This was an attempt to suit student’s capability but ended up limiting hundreds of children’s opportunities especially those who came from deprived, working class areas. 


In a bid to meet all aspects of the Beveridge report, the Labour Government began improving housing provision. Post-war there was a great shortage of housing due to war-time aerial bombing, which was a severe problem that Labour had to try and combat. The solution to this was pre-fabricated houses. These were houses that were built with cheap materials as a quick, simple solution to the huge problem. Labour’s target was to build 200,000 new homes per year; they never met this target and instead 157,000 were built to satisfactory standard. The New Homes act of 1946, aimed to decrease the rate of overcrowding in inner-city areas; by 1950 the government had designed 12 new communities to do so.  


By 1948, the “five giants” depicted in the Beveridge Report were under severe attack, the state was now providing a ‘safety net’. In fact, when Seebohm Rowntree investigated social conditions in York in 1950, he discovered that primary poverty had decreased to 2% compared to a massive 36% in 193635; Atlee’s New Jerusalem was underway and an adequate living standard level was set. Therefore, the publishing of the Beveridge report and the historic Labour election win prompted the British people to know longer accept the poor living conditions that war had highlighter but that Britain had ultimately been facing pre-war. Labour had won the election, pushing through revolutionary social reforms that would leave an imprinted legacy on British politics forever. War had proven and provided the British People with the knowledge that a welfare state and government intervention worked, and while a complete political swing to the left in Britain was unlikely, Labour proved that they could sufficiently provide and for Britain and her needs.



The argument premising whether World War Two brought social change to Britain is extremely expensive and complex. However, to argue that no social change occurred would be considered a fault in reasoning. World War Two did in fact bring un-doubtable social change for the people and nation of Britain; however, it was not as true and apparent as many traditional historians argue.  

In regards to gender, WW2 has been regarded as the most important factor for promoting emancipation for women. By allowing women to enter previously male dominated work forces such as engineering and munitions, women were able to create a brand new independent identity for themselves; as well as being known as mothers and wives. Yet, post-war many women refused the war time mentality and despite new found socio-economic freedom, many wanted to return to normality; being housewives. 

In addition to this, one of the most un-doubtable successes of the war was the promotion of social change that the Blitz and evacuation brought to the attention of the British eye. This ultimately led to the historic Labour election victory of 1945. With the Beveridge report gaining impressive support, the Labour government took the opportunity to use this to their benefit and thus allowed them to implement revolutionary reforms and policies. Many of which have successfully lasted to this day despite their 1951 loss. Therefore, World War Two, to a certain extent acted as a locomotive of social change in Britain.

  • I found this source particularly useful. It contained and discussed in depth, arguments and counter arguments that tied in with each of my chapters. This was definitely the case in regards to women during the war and evacuation. It was laid out in chapters and each chapter was extremely easy to read, understand and interpret. Additionally, it contained a number of different points of view and arguments and so was useful in allowing me to create balanced arguments.

Here is a poem I wrote. It is inspired and is sort of a play on words of the song ‘Atrocity Exhibition’ by Joy Division. It is about my feelings towards animal captivity, whether it be in zoos or circuses etc.

This poem was originally supposed to be a portfolio piece but I didn’t end up using it for various reasons. I wrote it because I was required to, not because I wanted to and that’s where I think I went wrong with this poem. However, I do like it and hope you all do too.


Welcome, welcome all,

Zoo gates open wide,

With morbid curiosity, the crowd pay to come inside,

For entertainment, they watch the animals suffer and fit,

Oblivious to the light behind the animals’ eyes saying, “I deserve to live.”


In cages, they are forced to entertain us to survive,

Every jump, hop, and roar adds a day to their lives.

But the sickness of us all drowns out their helpless cries,

Quick, we better pray to God he ends their lives.


If you stay, you’ll witness more horror

Huge elephants in tiny cages, and polar bears with no water.

If they don’t entertain, they will be sent to the slaughter,

You’ll witness mass murder; you’ll wish they never caught her.


We sit and watch these mighty beasts suffer

With smiles, and love, and a curiosity like no other

The criminal justice system doesn’t effectively deal with criminals with mental health issues.

In the UK it has been reported by the Ministry of Justice that 49% of female inmates and 23% of male inmates were diagnosed as suffering from anxiety and depression[1]. Moreover, 46% of female inmates and 21% of male inmates have reportedly attempted suicide at some point in their lives[2]. Therefore, the continuous argument premising the effectiveness of the Criminal Justice System in regards to dealing with offenders with mental health issues permeates through into society.

This inability has been noticed and discussed by many; Nick Cohen, for example, claiming that “The NHS can’t cope with societies mentally ill, so the crisis is hidden behind bars[3].” Indeed, there is a crisis behind bars. The lack of rehabilitation schemes within prisons means that mental health issues often go untreated, despite the fact that the NHS is now fully responsible for prison health care in England and Wales[4]. This leads to offenders with mental health problems, such as bipolar disorder, to be at a much higher risk of reoffending; often with a much more dangerous crime. A study by Fazel discovered that 42% of male prisoners were diagnosed with at least one psychiatric disorder before their initial release from incarceration[5]. A further 25% were then convicted of violent crimes in the average 3.2-year follow-up of their first release[6].

To ascertain whether the Criminal Justice System does or does not effectively deal with criminals with mental health problems, certain areas and issues must first be identified. Aim one will examine and determine whether there is a clear link between mental health and criminal behaviour in order to allow a full and comprehensive conclusion to be brought about the main hypothesis and to provide crucial context to my following aims. Aim two will follow on from the information provided in aim one to examine how criminals with mental health issues are dealt with in terms of sentencing, and also if there are alternatives in place of prison. My final aim will explore how prisons deal with and treat those with mental health problems behind bars, therefore enabling me to reach a full conclusion to my hypothesis of the criminal justice system not effectively dealing with criminals with mental health issues.

Aim One- I aim to find out if there is a link between mental health and criminal behaviour.


“The link between mental illness and crime is well known.”- General Synod, 13 Feb 2008.[7]

The idea that there is a link between violence and mental health is widespread, and further popularised by pop-culture and the media, often with narratives resting on, the more often than not, heinous criminal activities of those of the “mentally unstable”[8]. Over 70% of those asked in a survey I conducted believed that those with mental illnesses were likely to commit violent crimes such as murder and rape; with one participant stating, “I think sometimes people with mental health issues can act irrationally and out of character, often causing them to have outbursts of a strong emotion, which could lead to illegal activities..[9]” However, this issue is majorly complex and deserves an in-depth answer in order to explain why and how the two are associated.

Mental health problems can affect anyone, particularly those who have experienced significant trauma at a young age. Maltreatment repeatedly causes harmful long-term consequences, often in the form of mental health problems[10]. Most of those who experience child abuse will live a life of profound difficulties. When the neglect begins- many are abused physically, mentally or have inadequate parents and some may be removed into care at a young age. This can possibly then lead to the children being poorly educated. This then prompts them to face difficulties in adult life such as finding housing and work. Many of these children develop the likes of Post Traumatic Stress Disorder, depression and anxiety, and this has been expressed through a plethora of studies such as the one exampled in Healthland. Of 200 participants aged 18 to 25, of which most were middle class and well-educated, 53% had suffered depression and 40% had either full or partial PTSD due to either mild or serious childhood neglect.[11]. Moreover, approximately 80% of 21-year olds who were abused or neglected as a child met criteria for at least one psychological disorder[12]; making easy tasks such as forming meaningful relationships with others difficult, and more often than not, led them to become involved in substance abuse. Additionally, childhood neglect has been repeatedly proven to be the aggressor behind young people’s crimes. Indeed, children who have experienced neglect or abuse are 59% more likely to be arrested as a juvenile, 30% more likely to commit violence and 28% more likely to be arrested as an adult[13]. Thus, revealing a perspicuous link between mental health and crime.

Yet despite a link between crime and childhood neglect, an analysis of 500 homicide cases in England and Wales in the mid-1990’s found that over two-fifths of offenders had a record of mental health issues at some point during their lifetime without having faced childhood neglect. Some 14% had symptoms of mental illness at the time of their offence; a further 8% had contact with mental health services within a year of their offence.[14]

Turning the common sense assumption on its head, Jill Peay asks ‘Does crime cause mental disorder?’ She suggests that there is evidence to show that those who are mentally disordered are more likely to be victims of crime than the perpetrators, and are more likely to be vulnerable and easily manipulated. She details a survey overseen by Mind (a mental health charity), which reports that 70% of those with mental health problems have reported being victimised within the past two years[15]. For instance, a recent report details the sickening case in which a severely mentally disabled boy was kidnapped, beaten and held captive by 4 teenagers, who then live streamed themselves attacking the man in January of 2017[16].

Peay further suggests that although crime can be provoked by mental health illnesses, the number of offenders who commit crime due to their mental illness is only a tiny proportion compared to those who are mentally well. As illustrated in the British Crime Survey in 2007, 22% of 304 respondents with mental health issues, reported having been physically assaulted, compared with fewer than 4% reporting violence, with or without physical injury.[17] Similarly, although only a small qualitative study of the experiences of 25 people with schizophrenia, the work of Tony Colombo gives critical insight into the experience of victimisation. Almost two-thirds of his respondents reported being victimised seriously during the previous year. Furthermore, these incidents of victimisation included both physical and sexual assaults, together with more routine verbal threats and general bullying. Nine of the aggressors were further identified as ‘friends’ or relatives, with only 4 of the sample 25 incidents being attributed to a total stranger. In turn, these incidents led to extremely negative consequences, including depression, alienation, and most notably, aggression. The consequence of the perpetrator often holding an ongoing relationship with the victim increases the probability of the perpetuation of such incidents.[18]

It is evidently clear that a correlation exists between mental health and criminal behaviour. However, the common sense assumption has been turned on its head. While those who commit crime due to their mental illness exist, the number of those people is minute compared to those who are mentally well. Moreover, the case of mental health and crime is such that, the crime is more likely to be against the mentally ill individual, rather than the mentally ill individual being the perpetrator.




 Aim 2- I aim to find out how criminals with mental illnesses are dealt with when it comes to sentencing and if there are effective alternatives to prison.


When it comes to sentencing those who commit due to poor mental health, the question of whether they should be sentenced to rehabilitation facilities or prison often permeates through into society. In England and Wales offenders are dealt with under two different courts; the Magistrates where a bench of magistrates will hear and decide on the punishment of minor crimes, and the Crown Court where more serious cases are dealt with using greater power in terms of sentencing. However, despite a large number of cases being dealt with by both courts, only a small sum of these cases will entail offenders with some sort of mental disorder[19].

Specific rules and general principles in England and Wales show that regarding mental health, where possible, offenders should be diverted from the judicial and penal systems and that those subject to criminal proceedings have the same rights to psychiatric assessment and treatment as other citizens. However, unless sufficient evidence is provided to the court, an offender will be treated as if they do not have mental health issues; such evidence should be presented in the previously mentioned psychiatric report[20]. Moreover, diversions can take place at different points during legal processes. The first point at which an offender may be diverted is when the decision is initially made to pursue a prosecution. There is then, at any stage during legal proceedings, the possibility of a remand to hospital for assessment or immediate treatment. Later, the court may decide to apply for a ‘hospital order’ to direct an offender to psychiatric treatment if the offender is deemed to be a danger to others. To do this, the magistrate must receive and view evidence from a minimum of two registered medical practitioners that the offender is suffering from a mental health issue, and be satisfied that a hospital order is an appropriate method of dealing with the case.[21] Therefore, this ensures that an offender cannot then attempt to void their sentencing by pleading mental instability, as many previously have.

The Crown Court holds great power in regards to sentencing. To begin, a judge will decide if someone is unfit to plead. This can be determined by the offender understanding court procedures after having them explained. If they do not, they may be determined as unfit to plead[22]. If the judge determined the offender fit to plead, the court will hold a ‘trial of facts’ in which the truth of the allegations against the defendant, as opposed to their innocence or guilt of committing a crime is determined. If they proceed with this, the court has three options; to order an ‘absolute discharge’; a ‘supervision order’; of a hospital order, with or without a restriction order attached[23]. All three are in place to ensure that the offender is provided with the rehabilitation and support they need, rather than being incarcerated with limited help.

Furthermore, the Criminal Procedure Act of 1964 and amendments to the Criminal Procedure Act 1991 allow the Crown Court to make provision for those who are unfit to plead or found not guilty by reason of insanity during the time of the offence[24]. The provisions allow an offender to be remanded for a report of their mental health condition. This provision, moreover, allows the court to make a hospital order on someone who has been found guilty of a crime that would normally be punishable by a prison sentence if evidence of mental disorder is found[25].  Although, the court still has the power to deal with an offender in whatever way they deem fit, indeed allowing the court to impose an appropriate ‘disposal[26]. However, other than what has already been described, there are few circumstances that allow mental health to be used as a defence.

Following criminal proceedings, it is then asked whether it is appropriate for mentally ill offenders to be housed in prisons or alternative treatment facilities; a question that is severely complex and continuous. The role played by psychiatric and hospital reports in determining this is incredibly important. Mentally ill offenders simply cannot be marginalised into one group as the severity of their illness may vary from each person. Therefore, this means it is incredibly difficult for Courts and the Criminal Justice System to determine how and when an offender should be sentenced, “The law operates on the premise that if an individual were to intentionally harm another person, then that should be punished using a just deserts model of retribution[27].”

Additionally, they are to be segregated from the rest of society in order to protect its citizens from harm. Hence, the law functions based on such factors as the protection of society, retribution, rehabilitation, deterrence, and reparation. Punishment for severe and violent crimes such as rape and murder, therefore call for offenders to be housed in high-security prisons and must be incarcerated for a large amount of time. Although, these sentences are often a central cause of concern of Human Right Campaigners due to their lack of rehabilitation and deterrence in terms of recidivism and reparation.

Consequentially, for those in England and Wales, Grendon Prison was opened as a unique and revolutionary experimental psychological treatment facility for offenders whose mental health disorder did not qualify them for transfer to a secure hospital under the 1959 Mental Health Act. Grendon is known as a category B prison and can be depicted as a multi-functional establishment which accommodates three adult treatment wards which work together to provide therapeutic communities for those housed within the prison. It offers a highly structured form of rehabilitation and as explained by Professor David Wilson it is a “24-hour, seven-days-a-week, 52-weeks-a-year commitment to analysing your behaviour in the context of a prison to try and gain insight and understanding into why you ended up in that prison.[28]” The prison is considered unique as inmates volunteer to be transferred there, they have full control over the running of their daily lives, and they can be voted out of the community at any time by their peers. Furthermore, in terms of recidivism, it has been reported that those who stay at Grendon for more than 18 months only have a 20% chance of reoffending, compared with 50% of those serving time in conventional prisons[29].

After an inspection of the prison in 2009 by the then Chief Inspector of Prisons, Dame Anne Owers only reaffirmed Grendon’s remarkable achievements with working with some of the systems ‘most dangerous and deadly prisoners[30]’. Another report found that fewer staff and groups cancelled on a regular basis and residents spent less time in their cells than that of a conventional prison[31]. This shows that the rehabilitative method of incarceration is more fulfilling for both the staff and the inmates. However, despite the government’s claims of commitment to a ‘rehabilitation revolution’, funding for Grendon is continuously being cut[32]. Yet, regardless of the numerous cases of criminals benefitting from the therapeutic nature of the prison, it remains the only prison in Europe to operate wholly as a therapeutic community[33].

On the other hand, there are highly secure psychiatric hospitals that house criminals with severe mental illness such as bipolar disorder who have been convicted of committing crimes a serious as murder or are being assessed as being unfit to plead or stand trial in court; Broadmoor Hospital is an example of this. Housing only males, Broadmoor is well known in England for housing some of the most mentally ill and disturbed patients in its history. Most of Broadmoor’s patients suffer from severe mental illness; often having a severe personality disorder. However, the likes of Broadmoor are only suitable for those with severe mental illness and as mental illness within offenders varies, many will be sentenced to prison instead of a treatment facility[34].

To conclude, it is clear that there are very little care and rehabilitation given by the prison system. The lack of widespread rehabilitation programmes at the front end of the criminal justice system means that more people with mental health illnesses are entering prison than ever before. Roughly 50% will re-enter prison within three years of their initial release; often known as ‘recycling[35]’. This can often be attributed to the inadequate treatment and lack of community rehabilitation provided by prisons; highlighting the crucial and extremely inadequate running of the UK prison system.

 Aim 3- I aim to find out how prisons deal with offenders with mental health issues.

It is estimated that around 70% of prisoners in the UK suffer from two or more mental health conditions[36]. In fact, the Chief Inspector of Prisons estimated that in 2007 41% of those held in prison health care centres should have been housed in secure NHS accommodation[37]. Moreover, 49% of women and 23% of male prisoners in a Ministry of Justice study were assessed as suffering from depression and anxiety[38]. While this issue may go unnoticed by many, it is clear that the mental health of prisoners is a very significant stand alone issue for the criminal justice system.

A report published in 2009 by the Prison Reform Trust found that over 50% of the 41 prison boards revealed that they “frequently saw prisoners who were too ill to be in prison[39].” Moreover, they discussed that they have to use disproportionate resources in order to deal with those who suffer from mental health issues and subsequently cut funding to other areas such as education and training that allow prisoners to return to society with ease. Furthermore, mentally ill prisoners often arrive at prison without adequate information on their condition and their needs and thus do not receive the correct care. Therefore, it has been argued that prisoners with serious mental health conditions cause a disruption to normal prison life; leading some to question why such people are inmates rather than patients[40].

The answer is apparent in whether these illnesses are evident before sentencing, or as a result of incarceration. The Independent reported that the number of self-harm incidents in prison rose sharply in 2015 according to figures released by the Ministry of Justice. There were a total of 257 prisoner deaths compared with 153 in 2006; partly due to the steady increase of suicides as 89 of the deaths were self-inflicted[41].Moreover, a year pervious there were over 30,000 reported incidents of self-harm, up 24% from 2013[42]. Furthermore, it found that around 40% of prisoners who killed themselves in 2015 were on remand at the time of their deaths, despite the fact that people on remand only make up around 15% of the overall prison population at any one time[43]. Evidently, the stress and pressure of the justice process and transfer to prison has a pronounced and negative effect on the mental health of offenders; most notably within the first few months of being incarcerated. However, there are still clearly a small number of offenders whose mental health conditions begun prior to being imprisoned.

A report conducted by the Prison Ombudsman found that mental health services need severe improvement and that there was an extreme lack of appropriate training for prison staff and also a lack of high-quality mental health assessments[44]. It is crystal clear that the criminal justice and prison system is under severe pressure, thus failing to deliver high-quality support and health care. Resulting in why it may not come as a shock that the reoffending rate for those with mental health issues is sky high. With figures showing that almost 60% of prisoners on short term sentences re-offend within a year[45].

The government asked Lord Bradley to look into diverting people with mental health issues away from the criminal justice system. From his findings The Bradley Report was published in 2009[46]It presented a comprehensive plan to improve the treatment for offenders with mental health and learning difficulties, and subsequently reduce recidivism by ending the ‘revolving door’ to custody for mentally ill offenders; insisting that the government implement elements of the report immediately. In the report, many recommendations were given. Firstly, the Governments were to establish mental health and criminal justice teams to ensure the correct mental health support and services are available[47]. Secondly, it called for the reduction of time taken to process and produce psychiatric reports claiming that 14 days should be a maximum waiting time for courts on mental health[48]. It had heard that delays in producing such reports for the court lead vulnerable people to be jailed unnecessarily. Thirdly, it called for the restriction of the use of Anti-social Behavior Orders on people with mental health problems as mental illness can make it much more difficult to comply with ASBO’s[49]. The review refers to the Home Office evidence that 60% of those issued an ASBO had a mitigating factor such as mental distress or addiction. Lastly, and most importantly, it called for adequate community alternatives to prison for offenders with mental health conditions wherever appropriate[50]. Again, it provided evidence that 2000 prison places per year could be saved if a proportion of eligible, short term prisoners who committed offences while suffering mental health problems were given community sentences[51].

Since the report, the Government has taken a number of aspects into consideration and look particularly towards preventing those with mental health problems from even entering the criminal justice system. Early intervention and prevention has been argued to “start in the cradle” and thus, has been found to be considerably beneficial in preventing or mitigating severe behavioral and mental health problems among children at risk of later offending. Moreover, a significant and successful barrier has been lifted in allowing criminals to integrate back into society with ease; with a requirement for housing expertise in liaison and diversion services[52]. However, as highlighted by a report detailing the successes and failures of The Bradley Report, there are still many elements of the prison system to work on. For example, the report suggests that elements such as the development of an operation model for prison mental health care, and the assurance of efficient transfer to and from secure mental healthcare should be taken into further consideration[53].

Overall, it is evident that there is little to no programs or rehabilitation methods put in place in prison to deal with those with mental health disorders. Despite prison health care being in the hands of the NHS, it’s funding and expertise is severely lacking; there is much-needed room for improvement. Although the Bradley Report has been successful in implementing and improving some areas of prison care and rehabilitation, it is clear that it still lacks some consideration towards improving mental health care.


From the issues above, we can ascertain that the Criminal Justice System in the UK does not adequately deal with criminals who have mental health issues. The rates of mental health issues in prisons are continuously higher than that of the general population. In terms of the correlation between mental health and criminal behaviour, it was discussed in aim one that those with mental health illnesses are more likely to be the victims of crime; in most cases this is true. However, despite this, the percentage of prison inmates with at least one mental health issue is sky high, proving that the Prison System has done very little in terms of rehabilitating criminals.

Secondly, in regards to how criminals with mental health issues are sentenced and the possible alternatives to prison, it was found that very few alternatives exist; often only being for those with extreme conditions, thus meaning that most went to prison. Moreover, during criminal proceedings, while there is some leeway in allowing those with mental health to be sentenced accordingly, it is more often than not up to the court to ultimately decide the sentence and whether or not to issue a psychiatric report.

Although some effort is being made to change and increase rehabilitation schemes for those with mental health it was clear that prisons did very little in a bid to help those who were incarcerated with mental health issues, despite being run by the NHS. Despite this, however, there was still a lot of work to do and The Bradley Report in no way solved the issue of mental health in prisons.

Thus, in answering the initial question, the Criminal Justice System does not effectively deal with those with mental health issues. While we must accept that while there is room for improvement, it is not possible for the Criminal Justice System to be without faults, no matter how minor or major.

The forest we are travelling in is densely polluted by smog.

The forest, unfortunately, becomes larger and more caliginous each time we visit here, and it has been quite a few months since our last visit. Although, it can’t be too large as I can still hear the inharmonious sounds of the village nearby. Or perhaps I am just travelling on a never ending path. Being deceived with every lacklustre step I take. I don’t care, not anymore.

The further my brother Stephen and I travel into the forest, lost beings appear. In the beginning of our journey, it’s just packs of feral cats, some dogs and birds too. Perhaps abandoned by their families for behaving badly, not being what their families expected, becoming unlovable and then thrown to the side, left to fend for themselves. I suppose that’s the cost of being different. They have matted, mangy fur, eyes like a blood drenched rock and their teeth, the few they have left, brown and rotting. Hunger? Thirst? Or, maybe, just the aftermath of a fight. I don’t know. It won’t be long before there gone for good. There are a few mangy rabbits and hedgehogs too, however, they don’t come near us,  far too untrusting of our unfamiliar exteriors, as though they believe we are going to take what little they hold close in their now miserable lives.

There are spiders, much to my dismay. Big ones and small ones. Other insects, reptiles and rodents as well. They, unfortunately, appear to be immune to the smog within the forest that casts a shadow over most of the vulnerable creatures. Perhaps they are the cause of the potent smoke. Stephen said that he believed they were cool, sort of like an alien race, an upper class of sentient being. He says he wants to be like a spider. This, however, did not make a difference to me. Why would you want to be a verminous creature, feared by most? Maybe to them, the fear is disguised as a sort of morbid respect.

Further, into the forest, the lush flora and fauna that is found thriving relatively near the entrance of the forest began to be replaced with more trees, dead ones, fallen branches and stones. Stephen swears he saw an elephant, I think he’s delirious. I saw a tiger. However, it was not a Tiger’s usual vibrant orange, white and black colour. No, it was almost as if it was faded to a black, grey and white, like in a Charlie Chaplin film but harrowing. I could see its ribs protruding out of its frail body, I wondered how this mighty beast has fallen? Gambling? Drinking? Substance abuse? Unfortunately, a sight like this is not uncommon in an area like this. It’s a shame really.

Every which way I turn, there are all sorts of animals. Dogs begging, birds squatting in trees being scared off by antagonised squirrels who have made it their home. Snakes gorging themselves on dead mice in barely noticeable dark crevices, hissing if they catch you watching. In this forest, this is the norm. Although, many visitors of the forest are shielded from this; they like to pretend that this side of the forest does not exist. After all, it’s not real if you don’t see it.

Our sick Mother, who we are travelling to find, often used to take care of me and Stephen. However, as the days go on she becomes more unable, too vulnerable and so we do what we please. At school, the teachers asked us a lot of questions about our care, threatening to get the police and social services involved. They wanted to take us away, just as the spiders and snakes wanted mothers house. So we decided to stop attending. We haven’t been to school in many days. I don’t care. I have always believed that the education system we are subjected to from birth is one that teaches us we are only worth the percentage we gain on paper.

Our absence from our mother’s house and the school pleases the beasts. It gives them a reason to act in the manner they do. Our deprivation has provided us with a primitive sense of thinking. Survive. They don’t like this.

My Mother says our family has lived in the centre of the forest for many generations now. She says she, her mother, her mother’s mother and so on have all witnessed the growth of the forest. The immigration and exodus of a variety of different animals and the effects- both positive and negative- that have come from this. She once told me and Stephen, while we were staying there that beavers brought their building skills and that has benefited the forest, whereas snakes came with their sharp teeth and venom and the determination to take over every part of the forest, which has had negative effects on most of the animals in the forest.

She says this year however; the growth of the forest has not been good. It has tried to consume her house; it has already succeeded with most of residents of the middle of the forest. She is the only original resident left. She has been scared by the beasts and so she has stopped leaving her house. The last time me and Stephen saw her, her body had become small and weak. Her fingers, long and bony, her dark veins punching past the surface of her scarred, mature flesh. She has stayed in her house with all her stuff; piling up around her, magazines and books forming a labyrinth. The air in the house has become stale and the door handles have become thick to the touch with dust. We loved our Mother and at the time, we liked staying with her. Although, there wasn’t much in regards of our entertainment. We didn’t mind though. For a while, we entertained ourselves. Eventually, I could no longer stand to watch her body corrode. Stephen and I then began to  sleep other places. Our mother never questioned us. I think she was just too tired of fighting her sickness and the predators. I don’t know. I don’t want to know.

When we eventually stumble upon Mothers house, the lights are not on. I know this means she is gone. When we enter the house, stale, dead air, much like the smog, consumes my nose. I reach for the rusty tap to see if it still works. It doesn’t. Leaving the inner pipes of the house to dry up and become creaky. Letters and bills have been piling up behind her door. Her dead body is in the house somewhere. We don’t want to look; we can smell it. We knew the end of her fight was coming, to the illness and most upsettingly, to the spiders and insects.

During mothers life, she aimed to help. She helped the vulnerable animals of the forest; the prey. In doing so, she never received any help back. Only bombardment from the predators; the spiders and reptiles. The animals took and took until she couldn’t handle life anymore and decided to do something about it. Now that burden will be thrust upon Stephen and I. I don’t know. I only know how to survive. I suppose now that she is gone her house will be able to be consumed by the forest, to accommodate the spiders, snakes and the like.







Music review

Soulful Carter gives powerful and passionate performance

This is a music review I did for my local times. I appreciate that it may not be of the best standard but it was my first music review and I had no idea how to write one. I just did the best that I could with the information and guidelines I was given. Nonetheless, I am proud of it as it is my first published written piece. I am 100% open to constructive critisism so please don’t hesitate to give me pointers.


It is not very often that a musician is able to take your breath away and instil a feeling of absolute adoration and awe.

Rising country-soul singer and songwriter Yola Carter did just that at the Lerwick Legion on Friday.

The gig, however, began rather slowly and it appeared as though the night would be stale.

Opening act Sheila Henderson, Freda Leask and Friends played a number of originals and cover songs such as Blue Bird and Willow in the Wind. It was clear that although lacking participation, the audience immensely appreciated the music.

The tempo throughout the set never changed. It was almost as though the bass played the same droll notes. This is often seen in the country genre.

Despite this, it did not fail to set the ambience of the night; ease and serenity flew through the air.

The incredibly matched harmonies of Leask and Henderson presented each song with a sense of similarity. At times it was difficult to differentiate from one song to the next.

Yet the set was extremely polished. Each instrument played with a level of intricacy that one would find hard to match. This was particularly true of the electric guitar that added much-needed depth to the performance.

By the time Henderson, Leask and friends’ set had come to an end, the Legion was jam-packed with eager listeners; more filing through the door with every passing minute.

The audience was evidently excited as the main act, Yola Carter and her band, Kit Halls and Harry Harding, took to the stage beginning by introducing themselves and telling the audience a brief back story of Carter’s music.

She described her debut EP, Orphan Offering as a breakthrough for her music because she is now completely unrestricted in regards to her creative process and producing.

Carter’s witty, carefree, and humorous personality did not fail to engage the audience as many laughs were heard from all around the room.

However, once her set began the laughing stopped. Opening with a song named Home, emotion radiated off of her.

It was clear that the song came deep from within, fuelled by soul and emotion that transferred to the audience.

Carter’s lyrics were heart-breaking, nostalgic and dealt with a variety of issues. Yet, they were incredibly inspiring, expressively fuelled and moving; allowing the audience to understand that she is a gifted songwriter who is able to take any emotion and situation, and turn it into passionate, meaningful music.

She went on to perform a number of originals such as On the WireOrphan CountrySometimeIt Ain’t Easy and much more.

Some were from her debut EP and others older or under consideration for her new album. Each song that was played possessed a solid tempo that was similar to the last in many ways.

However, each song was different and displayed its own identity and meaning. The lack of drums to begin with, was off-putting, however, the steady beat of the rhythm guitar more than made up for it.

The passion Carter exuded was continuous and never dipped. The rich, deep tones of the guitars melded perfectly with her powerful, at times raspy voice; providing a delicate yet moving, and evoking performance for the audience to take in.

As well as her voice being notably powerful, it was evident that she possessed an extremely large vocal range. This added depth to her performance and was almost as if her voice told a story.

Her voice also transcends a variety of styles; blissfully melting country, soul, and gospel tones together adding to the already riveting set.

Once Carter had finished her set, it was evident that the audience loved every single minute of it; foot tapping and head bobbing to every song.

Loud claps and shouts were all that could be heard, so much so that Carter returned to do one more song before ending the night on a high note.
